With federal law lagging behind some states in recognizing domestic partner rights, same-sex couples in Washington State, in which a partner is a foreign national or serving in the military, could put themselves at risk of deportation or dismissal by signing up with the state's DP registry, according to activists. "When it comes to gay and lesbian issues, change is coming at the state level," said out state Sen. Ed Murray, sponsor of the DP law.
