As the Massachusetts Convention Center Authority considers a controversial plan to increase the size of the Boston Common underground garage, the city should remember the massive corruption that surrounded the building of the original garage in the early 1960s, writes columnist Alan Lupo. The project even involved the theft of dirt for the garage, and Lupo suggests that if the current plan moves ahead, there may be a need to hire "dirt police."
