The collapse of a retaining wall on New York City's Upper West Side may have resulted from blasting that was conducted a few hours before the collapse, according to the city's Buildings Department. The retaining wall was part of a controversial retail-residential project, and the Buildings Department has halted all construction operations at the site, with the exception of work to repair the wall.
