Graduation rates at 47 new New York City small high schools have surged ahead of the low-performing large high schools they replaced, reporting an average of about 73% of their students graduating this year compared with a 60% rate overall in 2006, according to the city. Critics said the small schools have fewer students with disabilities and English-language learners to pull down the rates.
