With increasing emphasis on graduation rates, more counties in Georgia are using freshman school-within-a-school concepts to ease the transition into high school. "I feel very strongly that you've got to start at the beginning and change the culture and change the way they start out," said high school principal Pam Biser said. "You're putting band-aids on things when you try to do something in the 11th and 12th grades."
