James May, president and CEO of the Air Transport Association of America, has it right: "The inescapable reality is that the ever-growing demand of passengers and shippers for air transportation cannot continue to be met by an ATC system that was introduced in the mid-20th century and that relies on a decades-old funding scheme that has strayed far from its original intent." Congress needs to pass an FAA funding bill that includes enough money to replace the old air traffic control system with one that is modern and satellite-based.
