Nearly 70 years after it was planned, a fountain that Frank Lloyd Wright designed finally flowed at Florida Southern College, in Lakeland, Fla., last week. The fountain was envisioned as a three-story dome of water that would be the centerpiece of his design for the college campus, but low water pressure and a lack of funds were blamed for its delay and, in the 1960s, the school covered much of the pool with concrete.
