Investors are showing little faith in the Federal Reserve's ability to keep the economy from faltering. A 10% stock market decline -- the first in four years -- was labeled a market correction and erased gains from the Fed's Aug. 17 interest-rate cut. "The problems are deeper and broader than what the interest rate medicine can address," said Richard Weiss, who manages more than $59 billion as chief investment officer at City National Bank.
