An education plan unveiled Tuesday by presidential candidate Barack Obama would encourage universal pre-kindergarten, expand teacher mentoring and reward teachers with incentives not linked to test scores. Obama praised NCLB for its aim of raising achievement standards but said the government had failed to ensure that schools received the necessary funding. "Forcing our teachers, our principals and our schools to accomplish all [NCLB goals] without the resources they need is wrong," the Illinois senator said.
