The International Franchise Association, along with hotels, nursing groups, technology firms and various trade associations have joined together in an effort to convince Congress to expand temporary-worker programs, but the raw nerves exposed in the summer's debate over immigration reform have left many lawmakers hesitant to move ahead. "It's hard to have a rational discussion on immigration right now, and it seems to be getting worse," said IFA vice president for government relations David French.
