The EU recently approved a system that will cap carbon emissions from airplanes flying to and from the EU, and some U.S. states are pushing the EPA to adopt a similar system, writes Dan Hamilton, a professor of international relations at Johns Hopkins University. He notes a partnership between California and the EU "is breaking the mold of traditional diplomacy." Some believe the proposed cap-and-trade system is not only unworkable, but also would be in violation of international treaty.
