A ballot question for the November election that would limit marriage in Arizona to opposite-sex couples, but likely not prohibit recognition of same-sex couples, is being proposed by lawmakers. Cathi Herrod, a backer of a more sweeping ban, which voters rejected in 2006, denied the new measure was a ploy to get conservative voters to the polls, saying, "I really try to avoid playing those games."
