The Bush administration has announced plans for an overhaul of the agricultural guest worker program to increase the number of laborers legally authorized to work in the U.S. harvesting crops. The changes would benefit farmers who have had to plow under rotting crops for a lack of a legal work force or who turned to illegal immigrants for help. However, anti-immigration activists are likely to criticize any measure they see as stealing jobs from Americans.
