Environmental activists failed to halt construction on a new airport in Panama City, Fla., after a federal judge denied a temporary injunction against the $330 million project. "The Court finds plaintiffs have failed to carry their burden of demonstrating they are substantially likely to prevail on any of their NEPA (National Environmental Policy Act) or CWA (Clean Water Act) claims," wrote U.S. District Court Judge Timothy J. Corrigan in his decision. The ruling marked the third setback in federal courts for opponents of the project.
