The city of Birmingham, Ala., will purchase 15,000 laptops for every first- through eighth-grader if the city's school board signs off on the deal. Roughly 80% of the district's 28,000 students come from low-income families, and many may have no other access to computers, says Mayor Larry Langford, who is advocating for the $3.5 million program.
