Faced with a crumbling highway tunnel, some politicians would focus on merely patching up the damage and keeping traffic flowing. But Boston Mayor Thomas M. Menino wants his city to "see the full possibilities," using the tunnel restoration as an opportunity to build a pedestrian greenway over the traffic lanes in order to "reopen the riverfront to residents, connect the Charles River and the Public Garden and create more green space in the heart of our downtown neighborhoods."
