With new single-family homes beyond the reach of most residents of Chandler, Ariz., city officials are encouraging a denser, high-rise development to ease the housing crunch. Planning director Doug Ballard said new development should include access to retail, restaurants and public transportation in order to create a more vibrant downtown. Voters have already approved a bond issue that will pay for infrastructure improvements to help lure developers to the area.
