While some cable companies -- such as Comcast, Charter and Mediacom -- are decidedly gung-ho about implementing Docsis 3.0 services, other distributors, such as Time Warner Cable and Cox Communications, seem to see less urgency. What it comes down to, according to this article, usually is how much competition the cable firm feels from rivals in its service areas: "We're not dying for this," said Jay Rolls, senior vice president of technology at Cox. "We don't need it tomorrow."
