Dikes, levees and embankments serve the same purpose as dams and should be held to the same standards of construction and inspection, experts said this week at the 2008 Annual Congress of the Geo-Institute of the American Society of Civil Engineers. "If a levee holds back water 100% of the time, and people's lives are at risk, it is the same as a dam," noted William Marcusson, a past president of ASCE.
