Nielsen is expected to announce as early as today that it will roll out in the second quarter of 2008 a new service that will gauge, on a second-by-second basis, the TV-viewing habits of U.S. households based on set-top box data from 320,000 Charter Communications subscribers in Los Angeles. TiVo and TNS launched similar services two years ago, with TNS' using set-top box data from households across the country to measure TV viewing.
