Last week's closure of Interstate 95 in central Philadelphia has raised Pennsylvanians' awareness of infrastructure issues, but experts say there is no consensus on paying the $11 billion tab for fixing the 6,000 bridges in the state deemed to be structurally deficient. Pennsylvania has explored leasing its turnpike system to a private operator for $20 billion, and a state commission has proposed raising the gas tax by an additional 12.5 cents per gallon.
