Changes in the nature of work in the 21st century make it harder to predict what kind of talents employees need to have in the years ahead, making it difficult for a company to know whether to invest in training or new hires. A combination of both is an effective talent-management approach today, says Peter Cappelli, director of the Center for Human Resources at the University of Pennsylvania's Wharton School in Philadelphia.
