William E. Kovacic has been appointed by the White House as the new Federal Trade Commission chairman. Kovacic, who has served on the FTC since 2006, replaces Deborah Platt Majoras, who will resign Sunday to become Procter & Gamble's general counsel. His elevation will not require Senate approval, since he already is a member of the commission, an FTC spokeswoman said.
