Kwame Kilpatrick, mayor of cash-strapped Detroit, plans to privatize Coleman A. Young International Airport in an effort to upgrade the struggling facility better known as City Airport. Under the plan, AvPorts of Baltimore, Md., would take over operations at the airport in exchange for agreeing to build a 6,500-foot runway, among other improvements. The city will also earmark $6 million to buy out nearby homeowners to make room for the new runway.
