Arizona's green industry may not benefit from an influx of Mexican guest workers even if the state Legislature manages to pass a landmark bill to take over certain immigration decisions from the federal government. Rep. Russell Pearce, a key Republican leader on immigration issues in the state House, said Monday he would support only state-issued work visas for the agricultural industry, not for other businesses that could "pay the right wages [to] get the right workers." Sen. Marsha Arzberger, one of the bill's sponsors, said such a limitation was unacceptable when "we've got small businesses that are in danger of leaving the state."
