Engineers thought they were planning ahead by designing Boston's Big Dig project with $14 million worth of ducts for carrying cell phone antennas and other utility cables. There was just one problem: When the Turnpike Authority attempted to recoup its investment, the cell phone companies refused to pay rents they claimed were exorbitant. Instead, they are attaching cables to tunnel walls using bolts held in place with epoxy -- a technique some fear could overstress the walls.
