Two public hearings in the next month will allow Virginians to comment on two proposed new special-education rules that would allow educators to suspend some special services without parent permission and reduce the frequency of IEP reports. State officials say the move aligns the state's standards with federal ones and ensures services are available for those who need them most, but more than 3,000 parents and educators have so far commented on the proposals.
