New Jersey Gov. Jon Corzine is asking for $2.5 billion to jump-start a school construction program plagued by poor management and cost overruns. Though the governor says new safeguards are in place to ensure the money is well spent, legislators from both parties expressed skepticism. Corzine is also pushing an unpopular plan to pay down $16 billion in debt by significantly increasing tolls across the state.
