Officials in New Kent County, Va., are considering plans for a port on the Pamunkey River that could handle about 100,000 shipping containers annually. Engineering and construction costs are estimated between $36.4 million and $52.6 million, and supporters say the facility would improve air quality and traffic congestion in the busy Hampton Roads area. "We support any transportation mode that takes trucks off Interstate 64 or Interstate 95, including barges," said state Secretary of Transportation Pierce R. Homer.
