This spring's vicious weather across much of the Midwest is a trend rather than an aberration, says one engineering professor, and new standards will be needed to upgrade levees, sewer pipes and water-treatment plants. "Water control structures were based on what was known in the early 20th century," says Ken Potter, a professor at the University of Wisconsin, Madison. "We have to be able to adjust" to changing weather patterns, he adds.
