The 23 U.S. states that set low achievement goals in the years immediately following the enactment of No Child Left Behind now must ask schools to improve by 10 or more percentage points annually in a bid to comport with the law's aim of universal proficiency by the close of the 2013-2014 school year. That sets up schools for failure, said Kevin Carey, the Education Sector's research and policy manager.
