Developers are pitching a dense, mixed-use project for 17 waterfront acres in south Baltimore, near a shopping center that failed to spark an earlier renaissance in the neighborhood. In addition to 80,000 square feet of retail and 64,000 square feet of office space, developers envision about 2,000 residential units in towers as high as 38 stories. With a six-lane roadway along one side of the project, developers are asking for mass transit to the area, including the possible extension of a downtown trolley line.
