Once a leader in innovative power generation, the Tennessee Valley Authority more recently has downplayed conservation programs and renewable power sources, leading Tennesseans to consume more electricity per capita than any other state with the exception of Alabama. Only in the past six months or so has TVA gotten serious about saving, earmarking $36 million for energy-efficiency initiatives -- an amount that eventually could swell to $100 million or more, according to Chief Executive Officer Tom Kilgore.
