Delays have raised the costs of a $4 billion expansion of the Wood River refinery in Illinois, owned by EnCana Corp. and ConocoPhillips, but EnCana predicts air permits will be restored within months. The expansion is intended to increase refining capacity by 55,000 barrels per day and add coker units to process 65,000 barrels per day of heavy oil.
