With Pittsburgh's subway under the Allegheny River less than half done, the Port Authority of Allegheny County, Pa., is already nearing the $435 million budget for the entire project, and bids for the next two phases of construction would clear out the contingency fund. Adding to the subway's woes, a state plan to fund such transit projects through tolls on Interstate 80 is still awaiting approval by the federal government.
