From 2000 to 2007, educators helped the lowest-performing U.S. fourth-grade readers -- those in the bottom 10% -- increase their test scores by 16 points, while their high-performing counterparts improved just 3 points, according to a Thomas B. Fordham Institute report slated to be released today. Three in four teachers surveyed for the report agreed that "too often, the brightest students are bored and under-challenged in school -- we're not giving them a sufficient chance to thrive."
