Without federal funding, Reading First's tools -- reading coaches, teacher training, assessments and curriculum -- are expected to fade out by 2010, but Arizona is trying to keep the tenets of the program going, even without federal funding support. "The essence of Reading First is the method of teaching that is independent of appropriation of funds," said Tom Horne, Arizona's superintendent of public instruction, adding: "Schools will continue to use it because it has proven itself."
