A disgruntled employee locked the city of San Francisco out of parts of its new computer network last week, prosecutors say, and only gave up the passwords after he was sent to jail. Most organizations focus their computer security on outside hackers, but malicious insiders are responsible for about 25% of computer attacks, and their damage can be more serious. Despite the threat, use of many common protective measures has dropped, the E-Crime Watch Survey says.
