President George W. Bush, in his Saturday radio address, attributed the current energy crisis to "Congress' failure to take action," and pushed once again for Congress to lift its ban on offshore drilling. "It's time for members of Congress to address the pain that high gas prices are causing our citizens," the president said. In response, congressional Democrats vowed to press their "use it or lose it" bill to force oil companies to produce on leases they currently hold.
