The European Union voted to implement a scheme to regulate carbon dioxide emissions for airlines flying over Europe, and it is expected to address nitrogen oxide emissions next year. Critics charge that the European Union legislation will hit airlines at a time when many are still coping with the high cost of fuel. An International Air Transport Association spokesman said, "Airlines are struggling to reduce fuel burn to survive. Adding €3.5 billion [$5.5 billion] to industry costs will not produce any better results."
