Northwest Airlines will cut its work force by 8.3%, raise fees for ticket changes, and charge fees for checked bags and frequent-flier tickets as part of a plan to offset soaring fuel prices. The airline previously announced plans to cut its capacity by up to 9.5% by the end of the year. "In order to manage through this unprecedented fuel challenge, we have to take action to both control costs and increase our revenue," CEO Doug Steenland said Wednesday.
