The oil-rich Middle East is finding oil so costly that it is considering coal-fired power plants to power domestic air-conditioning and desalination plants. Oman, Dubai and Abu Dhabi have signed contracts or are exploring the idea of building coal-fired electricity generation. With Russia and China also expanding demand for coal, Greenpeace estimates that about 5,000 coal-fired power plants will be operating worldwide by 2030.
