Landscapers in 26 states and the District of Columbia are among the small businesses that will grapple with higher labor costs when the federal minimum-wage increases to $6.55 an hour, effective today. With commodity and fuel prices already soaring, the higher wage requirements could lead to further inflation. "We're just simply going to have to pass the increase on to customers," says James Wilhite, a landscaper in Tyler, Texas.
