Utah's two U.S. senators blasted the congressional moratorium on oil-shale leasing, saying it hurts investment and increases the nation's reliance on foreign energy. "It is irresponsible, it is malicious, for us not to proceed to open it up," Sen. Bob Bennett said. Congress last year postponed the Bureau of Land Management's leasing program for a year to study the environmental and community impact of development in the oil-shale and tar-sands regions of Colorado and Utah.
