Lured by the prospect of economic development and reduced traffic congestion, more than 40 cities across the U.S. are considering adding streetcars to their transportation mix. Advocates say streetcars help create a sense of community and bring shoppers, tourists and residents into struggling downtowns. Critics, however, contend streetcar lines aren't about transportation at all, but are simply a means of taxpayer support for downtown business interests.
