In her first year as D.C. schools chancellor, Michelle A. Rhee has shuttered 23 under-enrolled campuses, overhauled 26 struggling schools and fired 150 people she believed were doing a substandard job, attracting both supporters and critics. But "people want Michelle Rhee to succeed because no one knows what's going to happen if she doesn't," said one longtime observer of the school system.
