May said the plan amounted to "slot confiscation" that contradicts "the tried and true market-based slot allocation system used around the world." In an accompanying letter, Larry Kellner, president and CEO of Continental Airlines, said the auction plan was "simply a money grab by our government and will do nothing to ease congestion."
