A California judge has delayed a highway-widening project in Sacramento by ordering the state Department of Transportation to further study the project's impact on greenhouse gases. Judge Timothy Frawley said Caltrans must consider whether options such as buses or light rail could meet the same transportation needs while creating fewer emissions. Ironically, Caltrans had billed the widening of Highway 50 as an environmentally friendly project because the extra lanes would be dedicated to carpools and high-mileage vehicles during peak commuting hours.
