New York City Councilman James F. Gennaro is trying to call attention to a side-effect of drilling for natural gas in upstate New York -- the impact on the 2,000-square-mile watershed that supplies New York City with unfiltered water. Drilling into the Marcellus Shale formation will affect a federal waiver that thus far has saved the state from building a $10 billion to $12 billion filtration plant, he says.
