Richard Fisher, the head of the Federal Reserve Bank of Dallas, told a Houston crowd Thursday that U.S. immigration policies are choking economic growth by making it too hard for U.S.-educated foreign workers to work in the country. Texas universities are giving 55% of their engineering master's degrees and 75% of their doctorates to foreign students, but those graduates have to wait 10 years to get a green card if they can get an H-1B visa, Fisher said.
